{"id":19277,"date":"2025-06-17T12:00:38","date_gmt":"2025-06-17T10:00:38","guid":{"rendered":"https:\/\/www.jcc-holland.nl\/?p=19277"},"modified":"2025-06-16T13:05:44","modified_gmt":"2025-06-16T11:05:44","slug":"jccsurvey2025","status":"publish","type":"post","link":"https:\/\/www.jcc-holland.nl\/en\/jccsurvey2025\/","title":{"rendered":"13th JCC Member Company Survey \u2013 Summary"},"content":{"rendered":"<p><strong>13th JCC Member Company Survey \u2013 Summary<\/strong><\/p>\n<p>Introduction<\/p>\n<p>From May 9 to May 26, JCC conducted its biennial member company survey over a two-week period with the aim of gaining a comprehensive understanding of member companies\u2019 current status.<\/p>\n<p>The survey comprised a total of 31 standard questions, focusing on trends among member companies and the investment and business environment, which were analyzed in comparison with previous years. In addition, 14 special questions were included, addressing timely topics such as the impact of the upcoming revision to the 30% ruling (reduction from 30% to 27% from 2027 onward), relationships with neighboring countries, and the potential implications of reciprocal tariff policies introduced by the United States.<\/p>\n<p>Out of 279 regular JCC member companies, we received responses from 221 companies, resulting in a high response rate of 79%. This valuable data will be instrumental in shaping our engagement with the Dutch government and relevant stakeholders, as well as in gaining clearer insight into the status and needs of our member companies.<\/p>\n<p>We would like to take this opportunity to express our sincere appreciation to all member companies for their cooperation and continued support.<\/p>\n<ol>\n<li><strong> Survey Overview<\/strong><\/li>\n<\/ol>\n<p>This survey, initiated in 2000, is conducted biennially and marks its 13th iteration this year. The response rates for the past three surveys are as follows:<\/p>\n<p><span style=\"text-decoration: underline;\">\u00a0 \u00a0 \u00a0 \u00a0 Year\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> <span style=\"text-decoration: underline;\">Response Rate<\/span><\/p>\n<ul>\n<li>2023\u00a0\u00a0\u00a0\u00a0\u00a0 65%<\/li>\n<li>2020\u00a0\u00a0\u00a0\u00a0\u00a0 67%<\/li>\n<li>2018\u00a0\u00a0\u00a0\u00a0\u00a0 60%<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li><strong> Trends among Member Companies<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Membership Trends\u00a0 \u00a0 &#8211; <\/strong>The number of regular JCC members has shown a slight upward trend: 279 companies as of June 2025, compared to 274 in 2023 and 275 in 2020.<\/li>\n<li><strong>Presence in the Netherlands &#8211;\u00a0<\/strong>The number of Japanese companies and expatriates in the Netherlands continues to increase, along with a gradual shift toward local management (2020: 29%, 2018: 26%, 2016: 24%).<\/li>\n<li><strong>Company Size Distribution &#8211; <\/strong>The proportion of large enterprises with more than 500 local employees has remained stable (around 6\u20137%), while the share of companies with 10\u201350 employees is on the rise (2020: 71%, 2018: 67%, 2016: 65%).<\/li>\n<li><strong>Gender Diversity in Management &#8211; <\/strong>Companies reporting 100% female managers accounted for 2%, while those with 0% dropped to 51% (down from 60% in 2023). An increasing number of companies reported a female manager ratio of 20\u201350%.<\/li>\n<li><strong>Industry Sectors &#8211; <\/strong>Machinery and equipment manufacturing\/services make up 38% of total members. Recently, more companies from consulting, IT, and HR services have joined.<\/li>\n<li><strong>Business Models and Functions &#8211; <\/strong>Local subsidiaries still represent the majority (87%). Primary business functions include regional headquarters, sales and marketing, followed by manufacturing, holding, and distribution, with no major fluctuations.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li>Business Environment in the Netherlands<\/li>\n<\/ol>\n<p><strong>(1) Advantages<\/strong><\/p>\n<p><strong>The Netherlands is highly rated for:<\/strong><\/p>\n<ul>\n<li>English proficiency and friendliness of the local workforce<\/li>\n<li>Ease of business and living in English<\/li>\n<li>Geographic advantage and efficient logistics infrastructure<\/li>\n<li>Favorable tax and investment incentives<\/li>\n<li>Stable political, economic, and social environment<\/li>\n<li>Increase of Japanese-oriented infrastructure and services<\/li>\n<\/ul>\n<p>However, there has been a slight decrease in the perceived political stability (-3%) and labor market attractiveness (-9%) compared to the previous survey.<\/p>\n<p><strong>(2) Challenges and Issues<\/strong><\/p>\n<p><strong>Key concerns raised include:<\/strong><\/p>\n<ul>\n<li>Curtailment of the \u201c30% ruling\u201d tax exemption for expatriates<\/li>\n<li>Rising living costs (housing, utilities), housing shortages<\/li>\n<li>Labor shortages and wage inflation making talent acquisition more difficult<\/li>\n<li>Broader geopolitical instability in Europe (e.g., Ukraine crisis, migration issues)<\/li>\n<li>Reduced flight and cargo capacity at Schiphol Airport and logistics delays<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>(3) Areas of Improvement<\/strong><\/p>\n<p><strong>Positive developments include:<\/strong><\/p>\n<ul>\n<li>Streamlining of administrative procedures and digital transformation<\/li>\n<li>More flexible work styles and diverse employment options<\/li>\n<li>Faster visa and legal processes for expatriates and specialists<\/li>\n<li>Improved HR strategies contributing to better recruitment and retention<\/li>\n<li>Continued economic growth, technological innovation, and startup support<\/li>\n<li>High competitiveness compared to other EU countries, driven by safety and infrastructure advantages<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li><strong>Future Business Outlook in the Netherlands<\/strong><\/li>\n<\/ol>\n<ul>\n<li>47% of companies plan to expand operations (down from 50% in 2023)<\/li>\n<li>45% intend to maintain current scale (same as 2023)<\/li>\n<li>6% plan to downscale, citing declining geographic advantage\u2014consistent with prior surveys<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ol start=\"5\">\n<li><strong>Special Topics<\/strong><\/li>\n<\/ol>\n<p><strong>5-1. Impact of the Revised \u201c30% Ruling\u201d (Post-2027)<\/strong><\/p>\n<p><strong>Impact on Companies<\/strong><\/p>\n<ul>\n<li>75% of companies expect some impact<\/li>\n<li>93% of companies sees costs as the main concern<\/li>\n<li>Other effects include HR policy challenges (22%) and increased administrative burden (6%)<\/li>\n<li>Responses include reducing expatriate assignments (22%), increasing local hires (10%), scaling down Dutch operations (8%), and cutting budgets elsewhere (9%)<\/li>\n<li>64% have no immediate plans for countermeasures, indicating variance based on individual company circumstances<\/li>\n<li>Some companies are reviewing expatriate rotation and integration with other global hubs<\/li>\n<\/ul>\n<p><strong>Requests to the Dutch Government<\/strong><\/p>\n<ul>\n<li>Extension of the 30% ruling period: 63.64%<\/li>\n<li>Postponement of the new criteria\u2019s effective date and maintaining\/expanding the tax-free threshold: 39.09% each<\/li>\n<li>Relaxation of application conditions: 23.18%<\/li>\n<li>Simplification of procedures: 16.82%<\/li>\n<li>Additional requests include withdrawing the planned global income\/tax policy for expats, faster visa issuance.<\/li>\n<\/ul>\n<p><strong>Education-Related Feedback\u00a0<\/strong><\/p>\n<ul>\n<li>While many appreciate the open and flexible educational approach in the Netherlands, there are suggestions to place more emphasis on discipline, cooperation, and responsibility.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>5-2. Relations with Neighboring Countries<\/strong><\/p>\n<p><strong>Consideration of Downsizing or Relocation<\/strong><\/p>\n<ul>\n<li>9% of companies are currently considering relocation<\/li>\n<li>21% have considered it in the past<\/li>\n<\/ul>\n<p><strong>Main reasons include:<\/strong><\/p>\n<ul>\n<li>Difficulty securing talent (39.39%)<\/li>\n<li>Diminished geographic advantage (30%)<\/li>\n<li>Market stagnation or contraction (24.24%)<\/li>\n<li>Increased regulatory and compliance costs (18%)<\/li>\n<li>Weakened transportation\/logistics performance (13%)<\/li>\n<li>Worsening living conditions for expatriates (13%)<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Relocation Destinations<\/strong><\/p>\n<ul>\n<li>Germany: 55.93% (most cited)<\/li>\n<li>Eastern Europe: 27.12%<\/li>\n<li>United Kingdom: 16.95%<\/li>\n<li>Other EU countries: 16.95%<\/li>\n<li>France was less frequently considered (3.39%)<\/li>\n<\/ul>\n<p><strong>5-3. Impact of U.S. Tariffs (Reference Only)<\/strong><\/p>\n<ul>\n<li>22% source from the U.S., 19% export to the U.S.<\/li>\n<li>40% report a moderate impact, 13% a significant one<\/li>\n<li>Cost increases, supply chain disruption, and price adjustments are common responses<\/li>\n<li>Companies are exploring local sourcing (19%), diversifying sales (25%) and procurement (26%) channels<\/li>\n<li>8% are strengthening ties with EU markets, with increased focus on R&amp;D (14%), local production (22%), and market development (63%)<\/li>\n<li>Most companies are closely monitoring the situation but not yet assuming long-term disruption<\/li>\n<\/ul>\n<ol start=\"6\">\n<li><strong>Requests Conclusion and appreciation to the Dutch government<\/strong><\/li>\n<\/ol>\n<ul>\n<li>JCC will continue to engage in dialogue with the Dutch government and related organizations, advocating for a more favorable and sustainable business environment for Japanese companies operating in the Netherlands.<\/li>\n<\/ul>\n<p>According to the results of the survey presented today there are request from the member companies such as<\/p>\n<ul>\n<li>Solve the housing shortage (with long-term, structural policies)<\/li>\n<li>Improve administrative procedures and ensure availability of English-language documentation (still!)<\/li>\n<li>Maintain or extend the 30% ruling<\/li>\n<li>Review excessive labor protection regulations<\/li>\n<li>Enhanced Support for Manufacturing Companies in Managing Regulatory Compliance and Utility Costs<\/li>\n<li>There is a growing need for policy support to help manufacturing firms cope with increasingly complex regulatory requirements and rising utility expenses. Without such support, there is concern that continued operations within the Netherlands may become unsustainable for some companies, potentially leading to downsizing or relocation.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>We therefore appreciate the Dutch government\u2019s continued support for foreign investment and recognize the excellent infrastructure that enables companies to operate. However, the announcement to shorten or demolish the 30% ruling raised significant concerns among companies and expatriates. Although a revised plan (27% ruling) was later introduced, the initial approach negatively impacted the perception of policy stability.<\/p>\n<p>We urge the government to carefully assess the long-term implications of any tax or regulatory changes.
